Territorial Administrations

The Maritime Administration of Cuba also has four (4) Territorial Administrations and a Working Group:

  1. Western Territory Maritime Administration.

  2. Maritime Territory Administration Mariel.

  3. Central Territory Maritime Administration.

  4. Central-Eastern Territory Maritime Administration Working Group.

  5. Eastern Territory Maritime Administration.

Territorial Maritime Administrations have the following specific functions:

  1. Control, within the scope of its competence, the execution of the tasks corresponding to those agreements, conventions or other provisions that have been contracted by the Cuban Maritime Administration with other agencies or organizations; establish territorial agreements for the execution of the tasks assigned by the Directorate;

  2. Organize the information and action system of the Territorial Administrations to complete the plans of measures in the event of catastrophes and contingencies;

  3. Enforce regulations on environmental protection, on solid waste management and waste treatment, as well as dictate the necessary measures to eradicate pollution and reduce its effects;

  4. Participate in the elaboration of norms, procedures, regulations and methodological instructions related to all the activities of the different specialties;

  5. Carry out inspections of state supervision of vessels of all categories that include said supervision, of Cuban and foreign flag; also inspect platforms, dry docks, floating docks and dry docks;

  6. Advise, in matters of its competence, at the higher level in technical aspects concerning the activity it attends;

  7. Organize the process of inspection and control of the operation, maintenance and activity of ports, terminals and other facilities for maritime port traffic, including those classified as second category and local interest framed within their region;

  8. Approve the projects of construction, reconstruction or expansion works of maritime or port facilities and dredging, without prejudice to the approval that corresponds to the Maritime Administration of Cuba, the Ministry of Transportation and other organizations and institutions;

  9. Propose the projects for the naming, classification and qualification of new ports, terminals and port facilities, or the modification of existing ones and request the granting of an administrative concession with respect to the land and maritime and port facilities of the port area;

  10. To control the administrative management of the established port areas and the coastal areas corresponding to its territory, with the exception of the facilities for maritime signaling;

  11. Guarantee the place or places where general services will be provided to ships, without prejudice to the provisions that are established by the competent authorities, approving the repairs of ships in docking or anchoring areas and provide when and which ship can operate outside of established working hours;

  12. Prepare and submit to the approval of the Board of Directors or Operations Committee, as the case may be, the proposal for the Operations Regulation and internal order of the ports; as well as control its compliance;

  13. Approve the Ships' Maneuver Plan; the movement of ships docked in an authorized manner and place when required, for ships without commercial operations;

  14. Control the movement or operation of vessels in the area outside the port;

  15. Implement the corresponding environmental strategy, the sanitation and conservation of the waters within the port area and the coastline of the territory, coordinating with the municipal or provincial government, the competent agencies and bodies as appropriate, the pertinent measures to avoid contamination;

  16. Control and dictate the maintenance and conservation of the lands and facilities that have been granted to natural or legal persons for their use, operation and exploitation;

  17. Present to the Cuban Maritime Administration the well-founded proposal of the land spaces and water areas, as well as the facilities that will make up the port area, including those for the expansion or development of the port;

  18. Attend and advise the Operations and Facilities Committees assigned to them for this purpose according to the region of responsibility, controlling their compliance with the planned functions;

  19. Organize and present to the Cuban Maritime Administration the investment plans validated by its Board of Directors and execute them once approved;

  20. Investigate maritime events and accidents that occurred in the territory under its jurisdiction; controlling the measures taken with those responsible.
