¿Qué es la ROCRAM?

The Operational Network for Regional Cooperation of Maritime Authorities of South America, Cuba, Mexico and Panama (ROCRAM) was created in 1983, its purpose being to facilitate the integration of efforts and the exchange of experiences between the Authorities of the region that are in charge of the supervision of technical maritime activities in the interest of expediting and effective implementation of the Conventions approved in the International Maritime Organization (IMO) and fostering cooperation and joint efforts to face common maritime problems and challenges.

The ROCRAM is made up of the Maritime Authorities of the following countries: Argentina, Bolivia, Brazil, Chile, Colombia, Cuba, Ecuador, Mexico, Panama, Paraguay, Peru, Uruguay and Venezuela, as well as the Dominican Republic, the latter as an Observer.

The ROCRAM foundation date is commemorated on October 21 of each year, having celebrated its XXXVIII Anniversary last month.

The ROCRAM Secretariat is entrusted for a period of two years to one of the member countries of the same, assuming the Maritime Authority of the same the management of the Network. During that period, an Ordinary Meeting and at least one Extraordinary Meeting are held. Their actions and tasks are carried out through permanent and temporary Working Groups, which can hold their meetings in person, virtually or by correspondence, depending on the conditions present at certain times of their actions.

The ROCRAM Maritime Strategy is a powerful work tool that complies with the management indicators of its member Maritime Authorities to carry out short and medium-term actions in safety, environmental and protection aspects in maritime, fluvial and lacustrine (transport, port, fishing, nautical sports and others.

At the same time, this Strategy includes the tasks and actions to guide the processes on maritime safety and security, training and certification of seafarers, environmental protection, legal aspects and shipping facilitation, and what each organization considers, with The purpose of ensuring an optimal decision in the implementation of national standards and those derived from international conventions adopted within the framework of the International Maritime Organization.

The Republic of Cuba, through its Maritime Administration, is an active participant in the actions and tasks of the Network, integrating various Working Groups and cooperating with it in the indicators proposed in its Strategy.
